*MALAKAL, 17 December 2013 [Gurtong] - *The state government declared the
8pm to 6am curfew and discouraged the gathering of the civilians in one
place.

The secretary general for the Upper Nile State government Thok Puok Gout
has advised the entire public of Malakal to remain calm, adding that the
state government is committed to provide security.

The Upper Nile State government has also issued a statement for the
restriction of the vehicle moving at night hours except the patrolling team
and security personnel.

“Any constitutional post holder that will be found moving at night will be
answerable for himself or herself,” said the secretary general.

It is worth mentioned that Upper Nile State had been one of the state
affected by the militia rebel groups and any attempt of fight usually raise
fear among the civilians in the state.

Last Sunday, one of the member believed by the state government to be
affiliated to a rebel group opened gunfire in Thora Melekia creating fear
among the civilians but the situation was restored by the state government.

However, South Sudanese president Salva Kiir declared a curfew in the
capital Juba on Monday after clashes overnight between rival factions of
soldiers.

The president in a press conference on Monday blamed troops loyal to the
former Vice President Dr. Riek Machar for the violence.
