*MALAKAL, 26 December 2013 [Gurtong] -* It is reported that Ulang and Nasir
counties are being controlled by rebel fighters but the South Sudan army
has taken control of the Malakal town airport and the oil fields.

Upper Nile oil fields, which produce about 200,000 barrels of oil per day,
were far away from Malakal and under government control.

The civilians are in dire need of assistance as there is no adequate supply
of water with more than 10,000 people having been displaced within Malakal
and are now accommodated about five kilometers away from the main town at
the UN mission compound.

“It was until yesterday when we managed to get biscuits sold at three South
Sudanese pounds each which was divided with each going with piece,” said
one of the displaced persons at the camp.

Last week, the Acting Governor of Upper Nile State John Ivo Mounto called
upon the people of the state to remain calm declared a curfew in Malakal.

The state government declared the 8pm to 6am curfew and discouraged the
gathering of the civilians in one place.

The Upper Nile State government also issued a statement for the restriction
of the vehicle moving at night hours except the patrolling team and
security personnel.

Upper Nile State had been one of the states affected by the militia rebel
groups and any attempt of fight usually raises fear among the civilians in
the state.
