Activist Petitions WBG Government over Failure to Fulfill Affirmative Action Edmund Yakani, the head of the Community Empowerment for Progress Organization-CEPO, has petitioned the state Government of Western Bahr El Ghazal state for failing to fulfill the women affirmative action, representation in the recently reshuffled Cabinet/Executive. 05 January 2015
By Peter Lokale Nakimangole TORIT 1 January, 2015 [Gurtong] - In a press statement Edmund Yakani said "CEPO would like to take this opportunity to raise a concern to the state leadership of Western Bahr El Ghazal for a negative step ignoring implementation of the inclusion of women as their constitutional rights which grants them affirmative action. The Governor has failed to include women in his recent cabinet reshuffle. It has not been reflected at all. We need them (women) be included at all levels of governments because it is their constitutional rights. They deserve it. Where then is their popularly pronounced 25 percent. We aren't fair in awarding them their share, are we? I think clearly we are not. Let's be fair by transparently convincing them." He applauded the Governor of the Western Bahr Ghazal for the reshuffle but added that CEPO is not impressed by the fact that women were not included in neither appointments of Commissioners nor mayor and deputy. The South Sudan Transitional Constitution article 16 (4a) clearly states the rights of women. All levels of government shall: promote women participation in public life and their representation in the legislative and executive organs by at least twenty-five per cent as an affirmative action to redress imbalances created by history, customs, and traditions. Yakani said that without the participation of women representation in political leadership in the local government it would be difficult for women to express their rights and opinions in a process of decision making. "Therefore, CEPO is calling upon all our Honorable state Governors of the ten states in the Republic of South Sudan not only that of the Western Bahr el Ghazal state to enforce the South Sudan transitional constitution article 16(4a) and local government act, 2009 section 12(8) in the formation of local government." He said. He says plans are underway by CEPO for 2015, to petition the national parliament to question the state Governors for not upholding the affirmative action stipulated in the South Sudan Transitional Constitution article 16(4a) and Local Government Act, 2009 section 12(8).
