June 12, 2015 (ADDIS ABABA) – The East African regional bloc, the
Intergovernmental Authority on Development (IGAD), has unveiled a
proposed draft agreement between president Salva Kiir’s government and
armed opposition faction of the Sudan Peoples’ Liberation Movement
(SPLM-IO) led by former vice president, Riek Machar, in ending the
18-month long civil war in the country.

South Sudanese president Salva Kiir (L) and former vice-president
turned rebel leader Riek Machar (AFP)
The draft copy, seen by Sudan Tribune, duped as ‘key provisions and
justification for the agreement on the resolution of the conflict in
the Republic of South Sudan,’ also included in the power-sharing
former detainees (FD) and other political parties (PP) in the young
nation.
The draft agreement proposed to maintain incumbent president Kiir as
head of state while the opposition leader, Machar, becomes the first
vice president. The incumbent James Wani Igga would also continue as
vice president. Executive powers or roles between the three top
executives would be negotiated by the parties.
On power-sharing at the national level the government would take 53%
of ministerial portfolios while SPLM-IO would be given 33% and 14%
divided between former detainees and other political parties.
The president would chair both National Defense Council and National
Security Council and to be deputized by the first vice president in
the two councils, respectively.
In the national legislative assembly the current 332 membership would
be confirmed and those dismissed after the war would be reinstated
including members of the SPLM-IO who were previously parliamentarians
before the war. Additional 50 members would be appointed by SPLM-IO
leader and added to the 332. Other 16 members would come from the
other political parties while the former detainees would add 1 member.
The total membership of the national legislative assembly would become
400. There was no however mention about power-sharing in the Council
of States, an upper house of the national legislature.
At the states level states of greater Bahr el Ghazal and Equatoria
regions would remain not affected by the agreement. But a new
power-sharing agreement would be effected in the states of Unity,
Upper Nile and Jonglei of greater Upper Nile region. In the IGAD
proposal, government would get 33%, SPLM-IO 53% and 14% divided
equally between former detainees and other political parties.
A new government in the three states of greater Upper Nile region
including governors would be reconstituted within one month from the
commencement of the transitional period.
Unification process of the two armies of the government and SPLM-IO
will be completed within 18 months from the date of formation of
transitional period of 30 months. President Kiir and chairman Machar
would be commanders-in-chief of their respective armies before
completion of the unification process.
Juba as the national capital, according to the proposal, would be
declared a demilitarized zone. Its security would be provided by
forces from the United Nations (UN), African Union (AU) and IGAD
member states.
There shall be 3 months of pre-interim period before commencement of
transitional period and formation of the government of national unity.
Composition of elections commission would be reconstituted and the
elections would be conducted 60 days before the end of the 30-month
transitional period.
The draft agreement also left the question of federalism to the
constitution making process which will take place during the
transitional period. It also called for reforms, accountability and
reconciliation which details are yet to be worked out.
The IGAD proposal is however a skeleton draft whose details are yet to
be worked out by the parties to the conflict when talks resume in the
Ethiopian capital, Addis Ababa, likely at the end of this month.

I think the whole of Equatoria region should be given to comrade
Dr. Riek Machar because no equatorian is supporting Salva Kiir
including those in government, secondly, federalism should be included
immediately because it is overdue demand of all south sudanese and
delayment means denying the people their rights, Opposition should
take 80 percent of power and 20 for salva and other parties.

Into
Equartorian, people are not supporting the particulars, either
Salva, Kiir nor Riek Machar. they have a choice of government or rebel
to support don’t single the corner.
the agreements draft by IGAD, is not fair also throughout two
armies they are commencing to be chaired by two commanders. they
should to reflect back to the countries affected by war whether they
will get such agreements.

I can understand how people could see this proposal as a good
solution to ending this terrible war, but I take issue with giving
Riek the largest and most resource rich region in the country as
though he generally commanded the people’s support when he only has
the support of one tribe out of a dozen in that region.

Rommel (Clausewitz),
I can see your bias by not commenting about IGAD giving
Kiir 100% control of Bahr el Ghazal and Equatoria regions. Or do you
think Kiir has 100% support of people in those two regions?
IGAD gave Kiir 33% in Upper Nile to represent your Dinka
people there but what about supporters of Dr. Riek in Equatoria or
Bahr el Ghazal where Alfred Ladu Gore and Dau Aturjong hail from?

Mi diit:
Salva Kiir is an illegitimate ’President’ but he would
probably have far more support in his largely homogenous home region
than Riek would in a tribally variegated region. This proposal [like
all IGAD proposals] will either be rejected or subject to changes that
will render it unrecognizable from the original proposal. There is no
way that Riek can be given all of Upper Nile.

I would rather be part of Bahr el Ghazal than have
a traitor like Riek lead my region. You can have Upper Nile, minus the
Dinka areas. The vast majority of the people in the rebel movement
were agents of Khartoum during the war; they guarded oilfields for
Khartoum and were instrumental in Khartoum’s ability to wage war that
claimed millions of lives...
repondre message
13 June 11:58, by Clausewitz
..Of which the Dinka were the prime casualties
— losing over a million of their kin. If the Anuak, Maban and Burun
want to be led by a people [Nuer] that continue to occupy their
counties [that the Nuer stole from them in the 80s] then that’s their
choice... but we will not be led by Riek and his band of traitors.
Accession into Bahr el Ghazal is not unfeasible.

Rommel (clausewitz),
Your argument gets poorer and poorer by
the day. You did not even answer my question but just chose to insult
Riek like a street kid.
Again, I am saying does Kiir have 100%
support in Bahr el Ghazal and Equatoria regions in order for IGAD to
give him 100% power-sharing ratio in those two regions?
At least Kiir is given 33% in Upper Nile
region and Riek 53%.
repondre message
13 June 12:36, by Clausewitz
Mi diit:
I already answered your question — you
just didn’t seem to like the answer. I didn’t insult Riek... I called
him a traitor — somebody that makes alliances with the enemy. That’s
what he is by definition. Kiir doesn’t have 100% support in Bahr el
Ghazal. Nobody has 100% support in any region, but Kiir has more
support in Bahr el Ghazal than Riek does in Upper Nile.
repondre message
13 June 12:57, by Mi diit
And so why didn’t you criticise
IGAD for giving Kiir 100% in Bahr el Ghazal and Equatoria if you
agreed he didn’t have that full support? You instead criticized alone
the 53% given to Riek in one region (Upper Nile). This shows that you
are not a sincere person contrary to your claims and self-perceptions.
You are simply a mindless tribal chauvinist!

"There is no way that Riek can
be given all of Upper Nile."
That is your first comment as
if Riek is given all of Upper Nile when what he got was 53% only.
Rommel (clausewitz), there is
something wrong in your head. You so much distort facts. Read the
article again.
It is Salva Kiir who is given
the whole of Bahr el Ghazal and Equatoria regions.

Mi diit:
How many times must I tell
you that Salva Kiir has far more support in his largely homogenous
region than Riek would have in a variegated region? 53% is a
commanding percentage - it is unacceptable. If I’m a tribal
chauvinist, what are you? Unlike you, I don’t want to harm any tribe
or believe in tribal ’prophecies’ against other tribes.

Rommel (clausewitz),
Still you don’t
clarify your point. Even if Kiir has "far more support" in Bahr el
Ghazal as you said, still he has no 100% support in that region.
And certainly no 100%
support in Equatoria region.
So why IGAD gave him
100% share in the two regions? This is what you failed to answer and
could not criticize in your first comment. Please focus instead of
blah, blah, blah.
repondre message
13 June 13:34, by Clausewitz
Mi diit:
You don’t have a
point, and I’ve already answered your facile questions. Salva Kiir is
not a legitimate President and shouldn’t be in charge of any region,
but IGAD has no right to apportion power in percentage form to either
side in this conflict.

I think we are back again to the same argument; no change!!!
Wani still a second Vice President!!!
What Equatorians making out of this at the moment???
What is your say Cabinet Affairs Minister???
First Vice President is either Machar or Alfred Ladou!!!
Wani should sign a song first to be the First Vice!!!

The MNW doesn’t care about its member (Dr. Riek Machar
Teny-Dhurgon) becoming a fake VP or gatekeeper of "Dinka Kingdom" as
long as he is going to comand his own MNW for at least 30 months.
Instead, these 30 months would be used as a preparation time to go
back to square one.

I think the proposal is as bad as rebellion itself. Because there
is noway one tribe should be given a 33 percents of the government and
that same idea why people keep rebelling because of reward system that
keep happening .I wonder when will that rewards system end and start
prosecute and execute those criminals for theirs did, instead of
rewarding them.

Common guys let be realistic here, you know what! this war is not
winnable, I think the proposal by IGAD represent win-win scenario. To
be honest it’s a fair deal, reform is on table which many including me
dream for very long then. two armies for 18 months demanded by SPLM-IO
on table, restatement of formers government servant is higher to
greater upper-Nile I think this agreement is on.
