*16 June - 2015 KHARTOUM / JOHANNESBURG* *The internally displaced people
living in camps in Darfur have praised the independent decision of a court
in South Africa, which ruled that the government should have arrested
President Omar Al Bashir before he fled the country on Monday afternoon.
President Al Bashir was in South Africa for the African Union summit, when
the Pretoria High Court issued an interim order on Sunday that prevented
him from leaving, until a ruling was made on Monday whether he should be
arrested to stand trial at the International Criminal Court (ICC). The
president -facing three counts of genocide and two of war crimes in Darfur-
did not await the court ruling, and flew out

through the military airbase of Waterkloof. South Africa is a state member
of the Rome Statute and violated its obligation by not arresting Al
Bashir. *
*Speaking from the camps in Darfur, coordinator Abdelrazeg Yousif Suleiman
told Radio Dabanga: “The displaced people demand taking the President of
South Africa, Jacob Zuma, to trial, on charges of being complicit -as well
as his presidential staff- with assisting Al Bashir to escape.” The South
African government issued a statement vowing to explain how Al Bashir could
escape, as ordered at the conclusion of the court hearing on Monday
afternoon. *
*When the president returned to Sudanese grounds on Monday afternoon,
Foreign Minister Ibrahim Ghandour praised president Zuma for not carrying
out the arrest. **The narrow escape of President Al Bashir from a possible
hand-over to the ICC caused his supporters to celebrate his return

but stirred international anger. “This is a sad day for South Africa and a
blow to the rule of law,” says Anton du Plessis, managing director of the
International Institute for Strategic Studies. UN Secretary-General Ban
Ki-moon condemned the South African government’s failure to act.*
*The United Nations and the **South African National Defence Force ** on
Tuesday denied a media report

that Sudanese troops held South African peacekeepers in Darfur hostage, to
enforce Al Bashir's return. According to South African News24, South
African soldiers were surrounded by heavily armed Sudanese soldiers in the
UN military bases in Kutum, Mellit, and Malha. *

lives*
*16 June - 2015 ROKORO / SILEIA **Government forces regained control of
Rokoro in Central Darfur on Monday afternoon, from the months-long grip of
the Sudan Liberation Movement led by Abdel Wahid El Nur (SLM-AW). Fighting
reportedly resulted in the death of seventeen civilians.*
*Multiple witnesses said that soldiers and pro-government militias entered
Rokoro in the afternoon, after they had expelled the armed rebels from
Ruvata and Burgo, less than 10 km north of Rokoro. The SLM-AW seized Rokoro
from the Sudan Armed Forces (SAF) last March

A spokesman for the rebels informed Radio Dabanga that three companies will
advance south, to “break the opponent's base” in Fanga.*
*The SLM-AW has been actively fighting the Sudanese Armed Forces and allied
militias over the past week

in
Rokoro area. This has triggered frequent aerial bombardments

by the Sudanese Air Force. In four villages north-east of Rokoro, thirteen
civilians were killed by shelling, and four by aerial bombardments by the
Sudanese Air Force and Armed Forces on Monday. Hundreds have fled into
nearby valleys and caves.*
*In the West Darfur capital Sileia, the Sudanese military base came under
attack by the SLM-AW in the early hours of Tuesday. The fighting resulted
in at least a dozen casualties. The commissioner of the Jebel Moon locality
stated that twelve rebels were killed; the SLM-AW spokesman claimed that 25
government forces were killed, and five rebels. Speaking to Radio Dabanga,
a witness added that soldiers from El Geneina, Kulbus and Sirba in West
Darfur gathered to chase down the rebel fighters.*
