By FRED OLUOCH, TheEastAfrican, posted Jun/13/2015, SSN;

MAIN POINTS:

*The current VP is reportedly willing to step down from his position on
condition that the Greater Equatorial region — where he comes from — gets
the position of National Assembly Speaker.
*The power-sharing and the structure of the transitional government was one
of the outstanding issues that led to collapse of the talks in Addis Ababa
on March 6.

The government of South Sudan is working on a deal that could lead to rebel
leader Dr Riek Machar’s reinstatement to the position of vice-president.

The move, aimed at saving the South Sudan peace process, would see James
Wani Igga, who holds the position, become the second vice-president,
according to people who attended a consultative meeting between President
Salva Kiir and former detainees on June 2.

*Mr Igga is reportedly willing to step down from his position on condition
that the Greater Equatorial region — where he comes from — gets the
position of National Assembly Speaker. This would be the third most
powerful position in a transitional government of national unity.*

President Kiir is understood to support the compromises on condition that
Dr Machar does not enjoy any more powers than those in the current
Constitution. He is also not ready to entertain the idea of two armies
under two different commands during the transition as proposed by Dr Machar.

Dr Machar had earlier demanded that the first vice-presidents position
comes with shared executive powers.

Dr Cirino Hiteng, one of the former detainees who was part of the
consultations in Juba in early June, confirmed to The EastAfrican that the
issue of Mr Igga making way for Dr Machar came up in the discussions, but
said a final decision would be taken by the President and the party
Political Bureau.

*“Mr Wani has been very magnanimous and is a lover of peace. That is why he
gave up the position of the SPLM second deputy chairman to Dr Machar in
2002, when the former vice-president joined the movement. He still holds
that people should not continue dying because of a position,” said Dr
Hiteng.*

The power-sharing and the structure of the transitional government was one
of the outstanding issues that led to collapse of the talks in Addis Ababa
on March 6.

But insiders say that recent concessions by President Kiir are a pointer
that his inner circle has given in to the idea of Dr Machar taking the post
of the first vice-president after vigorously opposing the idea, when it was
proposed by the Inter-Governmental Authority on Development (Igad) in
February.

A day after meeting the former detainees in Juba, President Kiir in his
capacity as the chairman of SPLM, unconditionally revoked an executive
order he had given in February 2014, removing Dr Machar from his position
as first deputy chairman. The order also reinstated Unity State governor
Taban Deng as well as former Environment minister, Alfred Lado Gore.

Earlier in March, President Kiir had to issue a decree to reinstate Dr Riek
Machar, his deputy Alfred Ladu Gore and chief rebel negotiator Taban Deng
Gai to the positions they held in SPLM before the war broke out in December
2013.

He also revoked the freeze of their accounts and assets, granted general
amnesty to rebels and former detainees, and declared a unilateral ceasefire
from the government side.

The decree was to fulfil the government’s responsibilities in accordance
with the Arusha SPLM Party Reunification Agreement signed in January.

According to the SPLM Constitution, the first deputy chairman of the party
automatically becomes the first vice-president of the country.

Sabotaging talks

Sources in Addis Ababa indicated that the next round of talks known as
Igad-Plus is likely to be very tough on those who will be seen to be
sabotaging the talks because it will be expanded to include countries from
the five African regions, the African Union, China, United Nations Security
Council and the Troika — US, UK and Norway.

During the three-day consultations in Addis Ababa that begun on June 8,
Igad chief mediator Seyoum Mesfin cautioned the warring parties that the
world would be watching and that the next round of talks — whose date will
be decided at the ongoing AU summit in Johannesburg — must produce a final
peace deal.

The remaining outstanding issues include power-sharing, security
arrangements about the two armies, and federalism.

Igad mediators had proposed that the government get 60 per cent of the
posts, the rebels 30 per cent, while the former political detainees other
political parties get 10 per cent.

The rebels were demanding a ratio of 45:45:10. END

Politics is about power. Positions are about distribution of state
powers. In the case of primitive African countries, power is obtained and
retained for the distribution of state resources, privileges and
opportunities, to ones ethnic group who in turn pledge and fight to keep
their big men in power to recycle the reward system.
And for the information of Vice President Wani Igga, this is why. Kiir
faked the coup d’état to push Riek out of his position as number two in the
country. Which school of politics did Wani attend to claim” people cannot
continue dying because of positions”. This spineless man has yet again
demonstrated that he is a stooge and a disgrace to Equatorians. Ironically,
he is interested in protecting his own position in government. He doesn’t
mind humiliating Equatorians as long as he is kept as the second, third or
even fourth Vice President. At least that keeps him as the most powerful
Equatorian in government to be worshiped by the wreched Equatorians, in
addition to all the benefits that go with it. Wani Igga also needs to
remain ingovernment because he is one of the 75 officials who looted
government coffers and he and Kiir are jointly responsible for creating the
mess in the country including the targeted massacre of Nuers in Dec 2013.
So in a away its the SPLM’s way of saying we are in this together come
   shine or rain.
As the speaker f the Assembly for 8 years he did nothing and was just a
rubber stamp Speaker. What will he do this time around? At least he should
negotiate for the capital to be removed to Ramciel or implementation of
federalism as Equatorians demand, not another ‘position’ albeit in the
Assembly. Equatorians who still harbour any hopes in the feeble man should
now know that we have no representation in the highest echelon of
government. James Wani Igga lacks confidence to stand up to fellow man. I
guess he will be happy this time around to serve his two masters even as a
driver or an office manager. That’s what people with slave mentality do.
   Sadly,

   Joana Adams.

Joana Adams if one of your own son had been killed in this war, I
think you will know that Wani Igga has heart for his people not
power. For
the seek of peace Igga relinquest his position to bring killer
Riak home in
2002 because what pride is there if your fellow country men are dying and
you are fighting to keep your position. Wani is a genuen leader who feels
the suffering of his people unlike those who are fighting for their
stomach. If you are trying to demean Wani Igga will you sneak the golden
price God our creater will give to Wani Igga. God said blessed are the
peace makers and God will call them their children. If I were you Joan I
have to thank Wani Igga because this man is there to serve his people
unlike you who are killing the poor common man and woman in
street because
of positions. We have seen how determine your rebels were in burning
hospitals, looting universities, burning villages after villages, raping
woman and looting because you want to bring Riak to power. Let S. Sudanes
now see. Did wani poured innocent blood because he want to be a vice
president? It is because of Wani concesions we were able to achieve our
independence. Wani is a compasonate leader because he listen to
the cry of
the poor innocent people. May God bless you after pouring
innocent blood to
bring the devil back to Juba. The innocent blood in Bor , Unity state,
Upper Nile is crying loud in the grave there. I believe if one of those
people who died came from your own woumb you will be praising God for
having given us a nationalistic hero with a compasanote heart, who have
respect for human life, dignity, human norms. Wani should be an
example to
all of us because man can not live with a position alone in life. Respect
for humanity is the ultimate goal of civilized society. Blessed are the
pure in heards for they will see God. Wani has a pure heart and
even Jesus
was not respected in his own home town and is the same applies to Wani.

Wani Igga has been the sacrificial goat for peace and unity already. To
see him again leave way for Dr.Machar is a let down that does not go well
with many south Sudanese, it is a decision that he will forever regret. You
can not be sacrifice twice, and do it repeatedly is seen even by stupid
person as a sign of cowardice, weak deposition, and opportunistic. Wani
Igga wants always to remain in a position even with a minor power he feels
good. However, it is also realistic that he has to leave his position
because he has been seen as stooge of the president. At numerous occasions
he has been surpassed by the president, while other being delegated at his
expense. His office has been seen as a ceremonial VP and he can’t be
supported by Equatoria, not at all because he is a weak leader. He
exhibited himself as a dormant tribal chief, one who thinks only about his
own tribes. Equatoria will never fight for him since he has no support from
both central, east, and western. But to have peace in south Sudan, there is
need for strong constitution that will allow equal sharing of power. A
rotational presidency, VP, and even speaker of Parliament must be rotated,
not only among the Dinka and the Nuer but among all the tribes of the south
   Sudan.

Oyet J.Lokilchong if Wani has agreed to be humilited because he did
not want to see his people dying. We can insult him but there
will be time
when we will recall that this man is a peace lover. Wani
dedicated all his
life to fight for our freedom but not for a position. Wani is an iconic
peace maker. He scrificed his life for the freedom of S.
Sudanese and he is
willing to scrifice his position so that your reletives will be able to
sleep well, get hospital, road, school. Is this the type of the
man we have
to abuse? Wani want his people whom he has fought for their freedom to be
in peace. He does not take pride in killing people.Wani has never begged
anoybody while he was suffering in the bush fighting for our freedom.
Mandela was willing to die because of his people and risked his
life in the
bush fighting for us. He was willing to stand down so that we get our
freedom. Again if it is true he is willing to step down to stop the sound
of the guns in our country, this man is a true libertor. History
will tell.
Wani did not waver like those who sometimes run to Khartoum and
when things
are good they come back wanting positions. Wani never betrayed the
liberation struggle and he never betrayed his people because he wanted
position.Wani has never been weak when he was standing up to confront the
arabs in equatoria and many of us reliase that the major and brutal wars
were fought in Equatoria under the command of Wani Igga. Wani’s spirit
becomes broken and weak when he sees the people human being
killed because
of the issue of meer positions. This is a great man he has his people in
heart not just fighting for his own survible

All the rebels, those who took up arms have been given anesty and
return back home for uis to rebuild our country. It is the sturborness of

Let us not be so preposterous. It failed me why people think this war is
about power or positions. To clear the air, the center of our problem which
plunged this young nation into a civil war isn’t addressed. Those who are
brushing the killing of innocent Nuer civilians aside are the clear enemy
   of South Sudanese in general.

When Dr. Machar was sacked from his position, nobody said a thing. All
kept quite because elections were just 2 years away. Machar had that
opportunity to sell his political wish to the public. If liken by the
public, he could ascend from his civilians status to the President of the
country, which was very likely. So this is not about positions. As far as I
am concerned, James Wani Igga can keep his position of VP, Dr. Machar is to
remain a civilian until elections come.

But Kiir and his coteries must explain to us why they killed innocent
Nuer populations in Juba and those responsible are to be accountable for
the death of innocent South Sudanese. And I suggest it starts with Kiir
because he clearly supervised the killing of Nuer people. To me, this is
the main root cause of the conflict or civil war. Do not think it is about
positions. If Dr. Machar accepts the position of VP while the killing of
Nuer civilians isn’t addressed, the civil war isn’t over yet. He can go
back to Salva Kiir peacefully, but we, the rest of Nuer will continue with
struggle until justice is done to our people murdered senselessly.

Justice is what we want and it must be addressed first before any peace
   is sign.

      Dear Gatcharwearbol
In addition to what you have put beautifully we must have root and
branch reform to avoid what happened to the Nuer to happen to anybody or
tribe in future. Everyone in Souh Sudan must be protected by the
system. If
IGAD fails to listen then that is their problems. The jobbists can go to
Juba but that will not bring peace. We the people of South Sudan will
eventually prevail over the forces of evil.

   Dear:GatCharWearbol:

I respect your opinion! All people have different opinions. They are
obliging to it! I do not agree with you when saying this ongoing debacle in
the country is not about powers and positions. This ongoing internecine,is
centering in powers and positions which base on who is who!! He, Riak
Machar,Rebecca Garang De Mabior,Pagan Amum ,they would like to run election
in 2015 which being 2015 because they would like to make the mendments in
the ruling party SPLM to be a political Party in the country in the
government when still in the bush in the civil war of 1983 because they
   would like to reform.

Please,be told. According to the SPLM/SPLA MANIFESTO Written in the
war,has not allowed any member in the SPLM ruling party to run for election
before becoming a chairman he or she. But President Salva Kirr the
chairman, blocking refomation in them because HE REPUDIATING THE REFORMATION
IN SPLM PARTY WHEN STILL IN THE WAR IN THE BUSH IN THE MOVEMENT. He the
President Salva Kirr himself,he wants to do his best as well because he
wants to contesting for election of 2015. Therefore,it brought enmity
matter within the fellow members in the ruling party SPLM therefore,it
became a bloody in the ruling party SPLM.

Now,how do you think is not a powers and positions issues??

Nuer issue: I want Nuer issue, should not be part of negotiation the
peace talk agreement. Killing of Nuer people in Juba,it has become A
POLITICAL TOOL! Both killing were taken places! Kiir, the President,he did
not order Nuer civilian in Juba to be mascred without in good reason. Those
who were shot, killed, died, some of them were killed in crossfires between
the soldiers in the military base inside Juba rebels and loyalists in the
South Sudan government fought on President Kirr government.

   FRED OLUOCH and Oyet J.Lokilchong,

Dr. Riek Macha has never been junior to Wani Iga. Second, when Dr.
Machar defected from the SPLA, he was number four. Dr. Lam Akol was number
five in the SPLA higher commanders hierarchy. If Dr. Marchar and Dr. Lam
Akol would have come back together, Wani Igga would have been pushed back
   farther.

Third, when Dr. Machar returned to the SPLA, it was an agreement between
him and Dr. Garang. Wani Iga was not consulted. When Dr. Machar was away
from the APLA, the Greater Upper Nile was not part of the SPLA either. The
SPLA under Dr. Garang could not be found any where in the Greater Upper
   Nile.

Fourth, when William Nyuon come back to the SPLA, he became number two
again. Fifth, when Kerbino Kuanyin Bol returned to the SPLA, he became
number two because he was number two and he was active before he defected
from the SPLA. However, no one ever clams that Salva Kiir position was
taken twice. Sixth, Salva Kiir defected from the SPLA in 1994 in Yei, then
   left Yei for Rumbek.

When Kiir changed his mind and return to the SPLA, he became number two
again. No one claims that Kiir took Dr. Riek Machar’s position. In the
SPLA, there were commanders who were promoted through their active role in
the combat, while others were promoted in order to give balance to South
Sudanese tribes, but not because they had done some thing good and Wani
Igga was one of those commanders who were promoted to give balance.

Seventh, when Dr. Machar was relieved from being Vice President, Wani
Igga was not the first choice, and he was not the second choice either. The
first, choice was Dr. Riek Gai Kok, the current Minister of health, but Dr.
Riek Gai turned down the offer. The second choice was Dr. Lam Akol, but the
Dinka elders rejected Dr. Lam Akol.

The third, choice was the current governor of Unity State, Dr. Nguet
Manytuel, again the Dinka elders opposed Dr. Nguet Manytuel. In the end,
Daniel Wet Akot, found so strongly to promote James Wani Igga. As you know
Daniel Wet Akot, is one of the Senior members of the Dinka elders, so he
convince the president. Subsequently, Wani Igga was appointed Vice
   President.

Lastly, Dr. Machar is looking for Salva Kiir’s position through
election, but not Wani Igga’s position. However, Salva Kiir and Wani Igga,
manufactured coup to interrupt election of 2015 so that they can stay in
power for the rest of their lives.

      Bentiu,

This is very interesting, in fact all constitutional post holders
appointments are vetted by the dinka council of elders before
the president
makes the announcements on the media. Sometimes the president is made to
embarrasingly recind his decrees after the elders change of mind on some
appointees they had previously approved for certain government posts.

The only reason the few group of nuers are fightoing is for positions.
There is no vision in their war as such it has come back to squre one
fighting for position ather than the frequent loud singing for libration,
reform and democracy. Only vice precidency but the question is after the 30
months will Riak and the group be hold those positions they fought for is
the million question. After 30 months Wani will come back victoriously. The
positions you are given are temporaly and it will be determined after 30
   months

   Alex and Bentiu
Wani Igga is no Mandela, the comparison is laughable indeed. So
Equatoria should always sacrifice their position for the sake of peace,
right? Peace in south Sudan can come without Wanni Igga. Many of our people
who died in eastern Equatoria during the war was under the watch of Wanni
Igga, he was one of the commandants. When the Dinka sodiers were hunting
innocents villagers in Equatora from the bushes, where was your Wanni Igga,
did he stand up for them? Not at all. Please, do not crown a coward and a
thief a king. He got his position because of seniority, but mind you, there
are qualified and better Equatorains now who can do better job than your
peace maker, Wanni Igga. I though Equatoria were more educated, open
minded, than all other regions? The problem that we have in south Sudan is
talking about Seniors, so and so was senior, nonsense. South Sudan should
look for qualified people to lead them not just seniors. According to you,
let us wait and see that all the seniors in south Sudan are dead then we
can put qualified people later. To you, seniority is more important than
qualifications, and beside, most of those you call seniors are
semi-illiterate, power hungry, tribolistic, nepotic, and incompetent. The
war of guns, physical war (anybody can shoot a gun) is different from
actual management of the affairs of the country, its requires higher
knowledge that we acquire through education. But competent is the word that
we need to enshrine in our minds not seniors. How can competent become
insult when your peace maker exhibited weakness, and why should we remain
prisoners of seniors and the past?

Root cause again??? Wasn’t it that SPLM leaders went against smooth
transfer of power? Did they not break the SPLM party constitution?? Did
they not violate national constitution to stay put on power??? Did they not
fabricate a coup de etat??? I am saying SPLM leadership! are they
innocent???? My worry is that are these the only sons and daughters South
Sudan so far has produced????? What if next generation leaders also behaved
same way?????? Law breakers in the generation of 1940s 1960s – what an
Africa! elections rigged! human rights abused, impunity rewarded! the
guilty got away with huge support from other political thugs! By the end
suffering and pain are formed up to the nostrils of God Himself!!!

      Lewi Aligo Mursale,
As you correctly reiterated, the SPLM itself is a ‘law breaker,’ and
they are infamously notorious for subverting their own constitution or
      system.
Our nation is needlessly suffering just because this time, the SPLM
found out someone with the guts to challenge the status quo that’s always
taken for granted within this monstrosity called SPLM.
Let’s hope many come out and challenge the legitimacy of this
monstrosity, the SPLM, so that the millions of suffering
citizens can truly
      enjoy their independence.
