*28 July - 2015 EAST JEBEL MARRA *Armed men raped three women including one
minor on Monday near Dolma, in East Jebel Marra. The perpetrators
reportedly belong to a group of new militant settlers in the area.
A relative of one of the victims informed Radio Dabanga that four militant
settlers on camels discovered four women tilling their farm close to the
village of Dolma. They threatened three of them, aged 17, 27, and 31, and
raped them. On Sunday, three militiamen raped a young woman of 17 near
Tabit, Tawila locality, in broad daylight. A witness reported

that
troops from the military garrison in Tabit pursued and arrested one of the
alleged perpetrators, after receiving a report about the incident. The
perpetrator is being detained in Tabit.
As reported by Radio Dabanga last week

militiamen who recently settled in the abandoned Dawaa, southeast of Tabit,
raped three women displaced from the village who were attempting to
retrieve some of their belongings from their homes.
In the past months, the areas surrounding Tabit have witnessed multiple
sexual assaults

by
armed men or militiamen. Tabit was the scene of a mass rape by Sudanese
army forces of more than 200 women and girls for two consecutive nights, at
the end of October and in November 2014. The local men were detained and
threatened by the soldiers. Human Rights Watch reported in February

that
residents are being threatened and intimidated to prevent them from
speaking out.
*Water, electricity tariffs double in Sudan's capital*
*27 July - 2015 KHARTOUM *On Sunday, Khartoum state announced an increase
in the water tariff by 100 percent, to be implemented after the service has
been restored. The announcement came less than 24 hours after the news of a
proposed 100 percent increase in the electricity price.
Sarah Nugdallah, secretary-general of the National Umma Party (NUP) expects
the national parliament to approve the increase. However, “It is ridiculous
to have a 100 percent rise in the price of water in an area located between
two rivers”, she told Radio Dabanga. The opposition party leader stressed
that “nobody moved when continuous power cuts complicated life during the
fasting month of Ramadan”.
According to the Sudanese government, the increase would meet the lower
supply and maintenance of thermal production stations, which were disrupted
because of a lack of funding and scarcity of foreign currency in the
country. It reassured that the poor in Khartoum will largely be spared from
the increased tariffs, something which Nugdallah and a resident in Khartoum
ridiculed. “Poor people do not use many electric devices,” a resident
living in a popular district in central Khartoum told Radio Dabanga.
Although he has paid the bills each month, the provision of water and
electricity is lacking, he said. “The price of a barrel of water in the
capital’s suburbs has risen to $12.”
During the last months, several street protests erupted

in
various parts of the Sudanese capital because of water outages. The newly
appointed governor of Khartoum state, Abdelrahim Hussein allocated $1.57
million to solve the drinking water crisis in the city, reportedly
populated by seven to eight million people.
