 One pagers on the draft Compromise Peace Agreement.

*Peace Agreement Key Points for Public Messaging*

To ensure all voices are represented, an inclusive Transitional Government
will have a power sharing arrangement that reflects the diversity of South
Sudan.

1.Three executive positions (President, First Vice-President, and Vice
President) whose powers are clearly defined.

2.53% of cabinet positions will go to the current government, 33% to the
SPLM-IO, and 7% to other political parties and 7% to the former detainees.

3.The agreement will encourage decision-making by consensus, but important
decisions will be decided by a 2/3 vote.

 To end the war, within 72 hours of the planned August 17 signing, there
will be a permanent ceasefire between the Government and the Opposition.

To facilitate a stable transition, fighters will be cantoned in defined
areas and Juba will be demilitarized.  All armed forces will be unified
over 18 months.

To ensure the creation of a professional army that reflects South Sudan’s
diversity, early in the transition there will be a review of security
institutions to decide on reforms.

To address the dire state of South Sudan’s economy and endemic corruption,
a new committee will ensure transparency and accountability of budgets,
revenues, expenditures, and contracting.

To end impunity for the violations and abuses of human rights and
violations of international humanitarian law that have occurred during the
conflict, a hybrid court will be created with international and South
Sudanese judges, backed by the AU and the UN.

To ensure accountability, individuals convicted or indicted by the hybrid
court will lose any government positions they hold, and cannot participate
in future governments.

To create an impartial record of the conflict and the suffering it has
caused and determine guidelines for compensation and who is a victim, a
Commission for Truth, Reconciliation and Healing will be created.

To help those communities most affected by the conflict, a Special Fund for
Reconstruction, with participation from the transitional government and
international partners, will help rebuild.

To ensure that South Sudan develops a new constitution that reflects the
views of the people, extensive consultations and timeline for drafting and
ratification will be guaranteed.

To ensure that the will of the South Sudanese people is accurately and
transparently reflected, a clear roadmap to elections at the end of the
transition period is included.

To ensure that the agreement is fully implemented, a strong monitoring and

partners and friends of South Sudan, will have the power to report on any
delays to the AU and UN.

South Sudanese, It is not enough for us to throw a blanket criticism at
IGAD + without coming up with concrete alternative. Continuing war should
never be an option for anyone who cares about South Sudan and the people
now suffering from war, disease and famine.
