February 1, 2016 (JUBA) – South Sudan government said on Monday that
regional calls to form a transitional government of national unity
(TGoNU) with the opposition factions without waiting for a
constitution is a welcomed decision.

“The government is in full agreement with that (boundaries commission)
and this is what actually what we have been working for,” said
government spokesman and information minister, Michael Makuei Lueth.
An extra-ordinary session of foreign ministers of the
Intergovernmental Authority on Development (IGAD) issued a communiqué
on Sunday after two days in the Ethiopian capital, Addis Ababa, urging
the parties to the peace agreement signed in August 2015 between
President Salva Kiir and opposition leader of SPLM-IO, Riek Machar, to
form a transitional government and work on the constitution as a unity
government.
The communiqué said unity government at the national level can be
formed based on the peace agreement while the parties continue to
dialogue on a number of states to be created. It also asked the
government of suspend the 28 states until a boundary commission
reviews the matter.
Lueth said the decision of IGAD to form the unity government and work
out constitution later was the same demand the government had
suggested earlier.
“So the IGAD communique is consistent with our (government) position,”
he told Sudan Tribune by phone when contacted on Monday.
IGAD said the decision by President Kiir to create 28 states is
“inconsistent” with the provisions of the peace agreement but added
that this “should not delay” formation of TGoNU and the matter to be
resolved through dialogue.
Failure to agree on the number states, IGAD added, the provisions of
the agreement signed in August to end nearly two years of deadly
conflict will prevail.
Lueth also insisted that the expansion of the country from 10 to 28
states is a popular demand of the people and cannot be revoked.
“The order establishing the 28 states has already provided for
establishment of boundaries committee and this boundaries committee is
the body which is supposed to address any border issue,” he said.
SPLM-IO, led by former Vice President, Riek Machar – who is the First
Vice President designate in accordance with the peace agreement - has
warned that it will not accept to form TGoNU unless 28 states are
revoked.

here come the solution to the stalemate, next time don’t make
decisions that will put you in an awkward position. the issue of 28
states is a right decision forwarded at the wrong time.

the 28 states will only be revoke when Riek apologizes for the
then creation of his 21 states and also he could be ask to pay for the
lost of lives, of those who had perished fighting for his faked
federalism.

28 states are not going anywhere; just take that illusion
out of your mind people. If you don’t like 28 states then you either

There we go.....No more delay in formation of the Transitional
government of National Unity and if dissident Riek still demand for
constitution then Taban Deng will be appointed as 1st VP of South
Sudan and live Riek with his myopic demands. South Sudanese are tired
of him (Riek Machar)

This country is getting dismantled beyond repair. New decree will
be creating Tribal Kingdoms; like Dinka, Nuer, Chollo, Equatoria as
one unit... And so on!!!

Nuer, Equatorian and Shilluk are playing games, they all want
to play the role of the opposition and the same time have a share in
government. we are too smart to be played like that. these 28 states
case has actually damned their evil business on the Dinkas.

IGAD said the decision by President Kiir to create 28 states is
“inconsistent” with the provisions of the peace agreement.
IGAD asked the government to suspend the 28 states until a
boundary commission reviews the matter.
Some people who support 28 states are apparently too stupid to see
that 28 states breaks the Constitution of South Sudan (Article 162).

You never voted for 28 states.
You never voted for anyone who said they would create 28 states.
If you allow a government to commit illegal acts without
accountability, where will it end.
Will you get the dictator you want - or the dictator you deserve?

When Riek created and announced his 21 states, Equatorian
together with nuers cried tears of joy, but when the president decided
to make all the people smile, then all of a sudden you don’t like
federalism anymore. my question is: what the fuck do you want?

Lotodo Awino Odug;
You made a very reasonable comment and asked an excellent
question; you see; I don’t have to know you to agree with you. I have
to agree with because you have said something very reasonable.

You don’t keep up with the news, do you?
Rick did not create 21 states. The Constitution of South
Sudan is still based on 10 states. The legal procedures change state
boundaries has not been followed.
Nobody voted for 28 states. Kiir is doing all he can to
wreck the Peace Agreement. If he succeeds then the economy will be
ruined and ALL South Sudanese will suffer. Who wants that?

Mr. Point;
Keeping up with news is not enough to make you
reasonable if you weren’t; and that have to be made utterly clear to
you.
Second of all; the constitution is not a rubber-stamps
why because the constitution can be amended; if you don’t know that!
Good example is; US constitution have been amended 27 times and still
amendments are still in process. What planet are you living in?

The Constitution is the law that sets out how
political institutions work. In the USA the amendment process has to
be followed before the constitution can be changed.
In South Sudan Kiir swore to follow the Constitution
He then broke the Constitution over the number of
states, the tenure of governors, the proportion of of women
representatives.
If you support a dictator you will lose your rights
