February 5, 2016 (JUBA) – South Sudanese government led by President
Salva Kiir has continued to implement the operationalization of the
controversial 28 states in the country despite a resolution from the
East African regional bloc, IGAD, which calls on the world’s youngest
nation to suspend it.

On Thursday, a number of state governors who were recently
unilaterally appointed to some of the 28 states appointed their deputy
governors and state cabinet ministers read out on the state-run South
Sudan Television (SSTV) in what opposition factions and observers said
was a clear defiance of the IGAD communiqué.

This continued operationalization of the 28 states came just a day
after the Council of Ministers met on Wednesday in Juba chaired by
President Kiir in which the information minister Michael Makuei Lueth
denied that IGAD asked the government to revoke the 28 states.

Lueth could not however explain the meaning of “suspension” of the 28
states operationalization until a consensus is reached by all parties
through an inclusive boundary body to review the states and their
boundaries and come up with an agreement on creation of new states or
else revert to the 10 states.

“This continued implementation of the 28 states is a setback to the
recent understanding drawn from the IGAD communiqué. It is a clear
defiance of the IGAD communiqué and may take the peace process
backward,” a senior official of the SPLM-IO who preferred anonymity
told Sudan Tribune on Thursday.

“This attitude by the government is a clear lack of commitment to
peace,” he said.

IGAD did not ask the government to revoke the decree creating the 28
states, but said its operationalization should be suspended until the
parties form a boundary commission and work out the number of states
to be created within a month.

Failure to reach a consensus among the peace parties, IGAD said, the
parties should revert to the provision of the peace agreement which
has provided for 10 states.

Do you guys remember this headline from February 2nd 2016; it says

"IGAD Proposals: SPLM-IO welcomes suspension of 28 states,
Juba accepts transitional gov’t"

You see; the SPLM-IO are the ones singing the suspension of 28
states and not the IGAD! You guys just need know how to read and
write!

            Force O,

I don’t expect you and your illiterate uncle to read the
IGAD communique well and digest it.

Look for an educated Dinka intellectual to read it for you
and interpret it to you in Dinka.

The word "suspend" is there in the IGAD communique.

You sound like a typical liar now by denying it.

So the government has IGNORED IGAD’s communique. Now
what will this toothless IGAD do next?

Nothing, just to wine and complain and watch helplessly.

It was a waste of time and resources in Addis Ababa in
the first place to meet for two days and come up with a useless
communique.

                SPLM-IO must now think twice!

splm-io need to come out in real full swing opposition
against Kiir’s 28 states including stepping military operations
against government garrisons. IGAD already understood Kiir doesn’t
want their brokered peace.

IO plse come out in real active opposition. Kiir’s
government is at its weakest point ever.

No more M7’S planes in the sky, no more oil money plus
deep seated division within Kiir’s camp between Malong and Kuol
Manyang. It’s the best time to continue war with him. He only have one
option to sell South Sudan back to Bashir. He had already given up six
disputed areas including Abyei and Mile 14 as he ordered unconditional
withdrawal of South Sudan army along the border.
                What a hopeless guy

Akook, if division exist between kiir, kuol and
malong as you claim, then they would have unity when rebels reject
peace. that is exactly what malong want. he want to fuck you animals
in battle field then to accept peace.

I like Malong but I don’t agree with him this
time around, you can defeat your foes in the battles like he did. but
you gonna have to bring them back into the fold, for the systems to be
complete and viable.

Hardliner you are just masturbating in the
broad day light. Nothing like victory in this war with the whole
country brought down to its knee. The once promising economy collapse,
sanctions and arms embargoes looming and you are here talking of
victory and unless you are a fool who doesn’t define the word
"victory"

Sudan tribune team, please pull down this article, it is going
to churn tension again. 28 states is a popular demand and the message
of this article is irritating to million of people.

The media reportors that report in Sudan tribune got ethic of
reporting and/or lack understanding or interpretation of of the
minutes of the meeting. IGAD paper page4 No.7 talked of "concern of
28", No.12 "urges". No order of suspension by IGAD.

IGAD said 28 States was suspended, but you do not hear with your
ears but with your eyes, when international communities will let you
hear with your eyes you will hear it soon. Iam afraid for these
primitives people who do not hear the world, you will face sanction or
war when the world will get upsad now they are about to do that the
keep say let wait may be the will hear.

SPLM/IO should accept the government’s position on the issue
of the 28 states or start the war where they stopped from. this
nonsensical blackmailing, feet-dragging not be tolerated any longer as
our patience stretch thin.

it is up to rebels to choose war over non concerning matter. to
me, 28 states have nothing to do with peace agreement. matter of facts
it is the responsibility of the civilians to either reject their
designate state or get along with implementation of 28 states.

Thanks bro, these are playing with people nerves. who wants
those ten states they are talking about? we Bor and Ngok are done with
them. whom are they going to share the ten states with again? empty
talks are not going change the dynamics impulse from the grassroots

The idea that 28 states is a popular demand is a white
wash. Few Dinka minorities of Greater Upper who fears Nuer
Majoritarianism as Kiir tribalise politics, are not the Majority. Few
minorities in Greater Bhar el Ghazal such as Yirol, Gok state and Twic
state are not the majority.

Aweil and Rumbek states plus Western Bar el Ghazal are the
majority and are not for 28 states.

Equatorians too are for implementation of pure
federalism (bringing resources to states) not tribal division of
states. 28 states is extremely unpopular in South Sudan. And that is
why Kiir fears public deliberation of this policy through combined
parliament
