The Indian prime minister views Africa as a strategic diplomatic and
economic partner

Prime Minister Narendra Modi will begin a four-country tour on Thursday,
visiting Mozambique, South Africa, Kenya and Tanzania. The visit aims to
build on last year's India-Africa summit, which was attended by over 50
African heads of state and government and saw Modi pledge 10.6 billion
dollars in soft loans and grants. New Delhi views Africa as a strategic
ally in global fora -- upcoming talks with South African President Jacob
Zuma will focus on cooperation in the G20 and BRICS -- and as an economic
partner. Trade between India and the continent rose from 30 billion dollars
in 2008 to 72 billion in 2015, though this represents less than half of
Africa's trade with China. In both cases, the continent mainly exports raw
materials and imports processed goods.

Our judgement

Modi's visit will provide a platform to facilitate greater Indian
investment in Africa. Tanzania and Kenya will receive significant investor
interest given that their GDP growth (the World Bank expects 7.2% and 5.8%
this year, respectively) outstrips the continental average (3.0%) by a wide
margin. Mozambican leaders may seek further financial assistance, given the
country's fiscal crisis.
