By Jok P Mayom *JUBA, 05 July 2016 [Gurtong]- *Hon. Michael Makuei Lueth, the National Minister of Information and Broadcasting also government spokesperson said after the cabinet meeting last Friday that the preparations were not complete. “….on the financial year 2016/2017 budget, this was deferred because there were some other areas where this preparations were incomplete” Makuei said. “It did not even go to the economic cluster so it was decided that it goes back to minister of finance to complete all this areas so that the budget for 2016/2017 is presented through the normal processes. So that was deferred” he clarified. Last Tuesday, Makuei said at a press conference in his office that the budget should have been ready before the formation of the Transitional National Legislative Assembly. He said without the establishment of the institution of the agreement it is difficult for the government to come up with the budget. Makuei however said the Ministry of Finance and Public Service are working on it to ensure they come up with one comprehensive budget. “As you know very well there are so many institutions that have been established by the agreement there are huge funds that are needed for the agreement in addition to the normal expenditure of the government” said the broadcasting minister. “The idea that the budget has delayed and so forth, it will not affect the salaries after all there are provisions in the constitutions that cater for such situations so there is no worry about the delay” Makuei said last Tuesday. South Sudan with the establishment of additional 18 States and increase in the number of counties, as well as ministerial portfolios is expected to increase the budget plan. The Transitional Government of National Unity (TGoNU) formed on April 29th this year has expanded the structure and size of the government.
