Kiir: Lack of funds, armed groups hamper peace agreement implementation

President Salva Kiir says lack of funding and attacks by armed groups have
delayed the implementation of the Permanent Ceasefire and Security
Arrangement in the peace agreement.Chapter two in the peace agreement
provides details on security arrangements including the formation of
cantonment sites and the declaration of ceasefire by all armed groups.

President Kiir says the establishment of cantonment areas in the chapter
has been affected by groups attacking those who are willing to go to the
sites.He says there is also no funding to develop the sites.

However, President Kiir says there is progress in the other chapters of the
peace agreement.These include chapters on Resource, Financial and Economic
Management Arrangement and Humanitarian Assistance and Reconstruction.

President Kiir was addressing the nation on the occasion of the 6th
anniversary of independence yesterday.“In the Permanent Ceasefire and
Security Arrangements, about 54 percent has been implemented,” he said.“The
challenge in this important chapter is the full establishment and funding
of the cantonment areas and a threat by anti-peace elements; bad attack and
kill those who want to report to the cantonment areas,” Kiir said.“Progress
is also being made in the implementation of the important sections of the
agreement concerned,” he said.

President Kiir says progress in the implementation of the peace has
improved the relationship between the government and the international
community.
