The Admiral in her officer ran several reports to check in on the
efficiency of her strike teams. This issue had come to the front of the
priority list, or much closer than before, with the report that Y'toi made
regarding her visit with Captain Aurellius from Special Operations.
t'Llhweiir found that her teams and those of Special Operations actually
had over lapping areas. Some of the outposts that her teams operated from
were Spec. Operations bases at one time. On a budget analysis she found
that some of those bases that Intell had taken over from Special
Operations were not on the Intell Budget, but rather the budget of Special
Operations. The cost of bring them over to that of Intell would cut into
other operations that Intell was currently running. In the way of
recruitment, a substancial number of her people had a background in
Special Operations- aka they transfered from there.
Now it was also known that Special Operations had declined over the past
years. Mostly, due to poor management and political influences. It was
possible, even likely, that this Vice Admiral Kitanya was trying to change
that. The probability of that increases given the fact that Lasiter had
brought her on board not too long after he became CinC, thus replacing the
old director- who was widely suspected of being a pansiey(sp) CO.
Back to the numbers..... The strike teams were being run quite well, but
there some things lacking. Namely a supply chain that wold allow for
missions with greater scope.
Intell had a reputation of not being cooperative with the fleet- aka
usurping or overriding the command of field commanders, not sharing
information, being paranoid, and growing well beyond thier stated mission.
Admiral Lasiter wanted to change Starfleet, to eliminate the corruption
and to make a Starfleet an organization that worked much better together.
