Before Lasiter began, Lorin leaned over to his wife seated beside him,
"Let's do lunch after this...ok?"

> "Good morning all. I would like to start this meeting by saying that I
>had two very positive meetings this morning. One with Admiral Renaud and
>his staff regarding the investigation into the attacks on Admiral
>t'Llhweiir. Admiral Renaud's team cleared Admiral Brennan of any suspicion
>in the case, and identified the attacker. A vulcanoid assassin, code named
>Starr. Good work and kudos to you Admiral Ranaud and your team. My second
>meeting was with the President. A very positive meeting I will say, and he
>is very supportive of our efforts to reform Starfleet. I shared with him
>that we are disussing a plan for reforms and reorganization, and that I
>would bring the details to him once we develop them.

Lorin smiled and nodded.

> Now for the real reason that we are all here, the proposal that I sent
to
>all of you. As I mentioned in the memo, that my plan is a blueprint. We
>will be discussing it at length to work out some bugs and develop an
>implementation plan. While some elements are still up me to decide on as
>CinC, the debate and discussion that we ae about to begin will decide much
>of the plan. Now that you have all had an oppertunity to look it over...
>Lets go round robin here. Everyone gets a few minutes to bring up concerns
>to address. Keep in mind that this is not the only meeting that we will
>have on this plan, so do not worry about havng limited floor time. Each of
>you will get your fair time. Let's start at the end of the table and work
>up. Admiral Garibaldi, would you like to open us up?" Lasiter was calm
and
>relaxed, surprising considering the tension just a few short moments ago.
>He sounded like he was really sincere about he said- giving each officer
>ample time to address their concerns with the plan.

>'Great the hot seat...' Garibaldi thought... "Well, sir I do like the
>spirit behind the plan, and I do like the renewed focus on exploration in
>the chain of command. However, I do have two concerns. The first being
the
>emphasis placed on the Marines- specifically their placement in the top
>levels of the Chain of Command, and second the inclusion of the 'At Large'
>members."

>"Well, the Marines have a long history in Starfleet. Part of that history
>is that they get highly specialized missions that put them farther out in
>harm's way than any other group. You may note that they make up a fair
>number of the personnel in Spec. Ops and in Intell field operations. They
>also have a history of being neglected and grossly under appreciated. I
>wanted to change this. I wanted to give them a role in Starfleet Command
>that matches their contribution. Since they often get the proverbial
shaft,
>I wanted to make sure that they were not neglected or ignored any longer.
>As to your other issue, this is one that I am hoping that we can iron out.
>We have a repution of being disconnected from the forces in the field.
That
>we do not care about the common being. That we have forgotten what it is
>like out there. I was hoping to make a significant change so that we could
>not forget, we would have to care, We would be very much connected to
>those in harm's way. Simply put there would be someone amoung us that
would
>be able to remind us, and give us a different perspective.

<*clip* marine issue here>

>Thoughts anyone?"

> Now that I am on that particular topic. There will be changes in all
>departments and all divisions. I will come to each of you with a list of
>new iniatives and directives. You will each have some of your own that you
>wish to implement. Together we will hammer out a way to put them into
>place. We will then present those changes to this body for review. This
>will allow the other members of SF Command to act as a sounding board, and
>to make sure that we are making the right changes. Again, while many of
the
>changes will come down from me, there will be many of your own ideas that
>will be in the mix, and your input will be invaluable in the final analysis
>of my own directives.

Lorin and David exchanged glances...concern was present.

>"Very well then. Who is next to comment?"

Lorin spoke up, "Admiral Lasiter sir...with all due respect General Harmin,
if the Marines are going to be incorporated at that volume into Security,
what will happen to our current Security staff?"
