   Lasiter turned to the Captain and answered...

     "While the problem may have been largely dealt with, the perception that JAG has 
earned over the years still remains.  One of the purposes of the JAG review boards is 
to help break that reputation.  To give field commanders some recourse, outside of 
JAG, to address concerns and claims of JAG overstepping their reasonable authority.  
Self policing policies often fail as do outside policing groups.  A combination of the 
two, while not a magical cure, will go a very long way to resolve those issues.  For 
those that may not have paid much attention to the JAG changes, review boards are to 
be set up made consisting of 3 field officers/commanders and 2 JAG officers.  Their 
charge is to hear complaints of JAG misconduct and misuse of reasonable authority, and 
rule accordingly.  To hand out reprimands as necessary and approperiate.

   Now, splitting JAG and the Inspector General is a necessity.  However, those large 
and cumbersome cases that a drastic change would seriously disrupt, arrangements can 
be made.  They can be left in JAG's hands until a time when they are either resolved 
or can be transitioned in an orderly manner."
