{OOC: to save some time, energy, attention span, and to move things along if your 
character has any comments about the proposed changes please e-mail them to me off the 
list.  I will post a compilation, summary of the end results later.  I do nto want to 
belabour this issue too much.}

After the first round of comments from those present at Starfleet Command were 
addressed, it was time to move on to another item on Lasiter's agenda.

"I want to thank all of you again for voicing your concerns.  I am sure that over the 
next few weeks as we discuss this further, we can hammer out the kinks i the plan and 
move forward with a high quality plan.

That said, I want to take a few moments to announce a few additional iniatives that 
will be in place within the next few months.

First is PCOT- Perspective Commanding Officer Training.  Under this iniative all 
officers hoping to take command of a non-administrative post - aka starship or front 
line starbase - must pass PCOT.  PCOT largely consists of a few weeks of class room 
training covering the administrative and functional elements of command- law, general 
diplomacy, combat tactics & stategy, and emergency planning.  Now these courses are 
not academy 101 level, but intensive advanced courses.  They are intended for those 
with some form of unit command experience, particularily those of Lt. Commander and 
above.  It will also include a heavy mentoring component from seasoned officers 
already at the starbase or starship command level or higher.  The pilot program will 
begin with it's first group in 1 month.

Second, is a community outreach program.  A select group fo starbases all around the 
Federation will hold open houses.  The prupose is to build stronger bonds between 
Starfleet installations and the local communities.  These events are being planned and 
coordinated through the SF Public Relations Office.  Most of the bases have been 
notified, but there are a few others that need to be notified.  So far, all local 
jusridictions have welcomed the idea of an open house.  Which is very promising.

Next, is a series research groups.  In order to put Starfleet back on the top of the 
list of top tier research organizations I am ordering several research groups to be 
formed.  I will be discussing these in more detail with our Surgen General, Director 
of R&D, and a few others.  I hope to get these groups moving within the next few 
months, and I will keep all of you informed.

Now, my last topic today is press related.  I want all of you not to speak to the 
press.  Not without a  representative of the SF Press Office.  This will be issued as 
a restatement of regulations that any and all personnel of Starfleet are forbidden 
from speaking to the press on or off the record about internal matters to Starfleet 
without permission from their CO.  It will also be ordered that such communications 
with members of the press will require the presense of someone from the press office.
