"Well, that is a good question. Once the final proposal is completed and approved
by the President and the SF Oversight Committee of the Federation Council you will
start in with the review Committees. Developing procedures for calling them, filing
complaints, etc. Design training for those officers that will be eligable to serve on
the boards etc. Lots of administrative work before they can go live. As for the
other, that is less certain. I would hope to begin that process after the reorg
proposal is set for implementation."
