The trip had been a long one, or at least seemed that way.  The USS Houston
had successfully dropped off it's cargo of Captain David Boulay.

The command center for the Starfleet occupying force was an impressive complex
of office buildings and temporary structures that houses the Headquarters
units for the police action.  At the headquarters base were housed some 900
personnel- both staff and garrisson units.  They were located in the capital
city of Jebras, which had a population of roughly 2.3 million.

Commanding the Starfleet forces was Captain Lazerus Stark.  It was his
unplesant duty to command the first of the police actions that essentially
placed a military occuping force on a Federation Member world.  Captain Stark
had at his disposal the 900 force at the headquarters, and the rest of the
police action force of roughly 15,000 Starfleet Personnel and two (2) small
frigates that privided support from orbit.

Boulay arrived at lunch time, so instead of being taken to see Stark first
off, he was shown to his quarters in the largest of the buildings in the
headquarters compound.  The suite was small and stark, even for Starfleet
standards.  He had time to unpack and get settled in.

Not long after he was shown to his quarters, a SF Marine Master Sargent
arrived.

   Through the door comm, "Captain Boulay, sir.  I am Master Sargent Merkel. 
I am here to show you to the command center.  Captain Stark is awaiting your
arrival."

Moments later they were at the command center, a visably small building above
ground that hid a larger complex below the surface.  

Captain Stark was in the middle of the operations center, going over mid day
field reports with one of the operations duty officers.  He was a tall man,
just over 6'2" with graying brown hair.  He was roughly 47 years of age, but
looked a bit older.  He was a veteran officer with the graying hair and
wrinkles carved by years of line experience to prove it.
