Faylan and Lasiter talk about the various situations that are before SF
Command at present, the Venasians, the Felinids, relations with other powers
in the quadrant, and, of course, the reforms of Starfleet.
They both agree about the need to put someone in charge of the Felinid task
force that is not only capable of leading, but capable of working with the
Klingons effectively.
The conclusion was obvious.
With Faylan in the room, Lasiter called Admiral Kitanya.

"Admiral Kitanya, this is Commander Mitchell. I am sorry to interrupt your
meditation time, but I have an urgent call from Spacedock. It is Admiral
Lasiter. Shall I patch him through?" called the officer of the watch.

{Assuming a yes...}
After giving the Caitian a moment to prepare herself for the call, the CinC
is patched through. The familiar SF Emblem was replaced the the face of
Admiral Samuel Lasiter, and in the background she could see Vice Admiral
Feylan, the Acting Chief of Fleet Operations.

"Good Day Admiral, I hope that we have not caught you at an awkward (sp)
time."

"M'Rrenn tells me that you were surprised about the amount of starships
that I was sending your way. While I do not want to alarm you or the people
out there, but this is serious. Starfleet has a mess on it's hands, and this
is just part of it.
But that is not why we are calling. I have spoken at length with Vice
Admiral Faylan about the situation, and we both agree that a change needs to
be made. At your descression promote Captain John Black to Rear Admiral, and
put him in command of Starfleet's operations out there. Order him to take
charge and to cooperate with his Klingon Counterpart. Deal with Snellings as
you see fit. Starfleet does not have room for dinosaurs like him." Lasiter
said hoping that would help her out in her mission.
