At 9 locations scattered across the Federation were gatherings of Starfleet officers. Most were JAG and Inspector General type folk, but there were a few security types and operations types as well. They were gathered to talk about something unpleasant.... corrupt Starfleet personnel.
The meetings went something like this. "Folks, quite down and take a seat. We are about to begin." an officer bellowed at the front of the room. "To start allow me to introduce myself. I am Lt. Commander Morrissey from JAG. My collegues and I have brought all of you together to ask for your help. We have recieved reports, reports that we have been able to determine are legitimate and accurate, regarding Starfleet personnel diverting materials to to the black market. Materials such as scanners, replicators, warp drive components, and weapons. This is serious problem, mostly because where these things are going- Cardassians and other fringe militant groups. We are asking for your help in stopping this. We are asking you because all of you are in positions to help us. When and if you suspect something, simply let us know. Be our eyes and ears. If you can convince members of these theft rings to cooperate in our investigations I can gaurantee them greatly reduced sentences or no charges at all. We are looking for the big fish....... While other meetings went something like this... "You folks have been hauled in here for a single purpose. You know about the activities of corrupt Starfleet personnel. We want to know what you know. We want to know what you have personnally done. In short, you are our key to stopping the disease that is eating at the fabric of Starfleet and the Federation. You have two choices. One, you can cooperate with out investigation to the fullest extent of your knowledge and ability. You will do what is necessary to stop this disease including acting as informants or testifying in a court martial. For this you get an administrative discharged, possibly some short prision time. But it will be light, and we will take care to keep you safe. Option two is that we arrest you now. We tell everyone that you are cooperating and do nothing to protect you. We will then attempt to arrest those that killed you or your families. Either way we will have rid the Federation of a disease...... Slightly illegal, but highly effective.
