to tell it what is expected, and to go behind and see to it.  In essesnce, leadership. 
 If, as a unit, Starfleet Command can set some expectations, express them to the fleet 
in a serious, passionate way, then follow up.  Things would change almost over night.  
Ok, not overnight, but in a matter or weeks to a few months.  As to the Venasians... 
if we can just find them a home world...  That would put a real kink in Aamon's plans. 
 Better yet, find one and allow any dissidents to use it as a base to undermine
