>"We share the same concerns, Captain. It is not just my people that are being shot.
>The civies out here are victims as well. While I can not prove it, I most certainly
>suspect it. When you consider that when a Marine company carries out a mission
>identical to one that the MAGs do, and the civilian casuality rates don't even come
>close. My guys and girls come back
>with a few injuries to the civies. Mags come back with body bags. The look on the
>faces of the local is classic, they are not happy to see either of us, but they know
>that we won't shoot unless we have to. The mags shoot for sport. Locals know that
>they will be treated fairly by us, and who knows my most MAG units."
>"When a company of officers abuses fellow personnel so openly it's almost a guarantee
>they're shooting civilians...that kind of behavior goes hand-in-hand. I believe the
>source of the problems lies at the higher level personnel you mentioned."
>"Now you see, Captain. You now know."
"I see quite clearly. What I didn't tell you earlier is that I was prohibited from
contacting Spacedock when I was with Van Der Loo."
"Yes, I know about that. Admiral Van Der Loo is a control freak. Micro-managing his
officers is what he does best." Stark replied calmly.
"Your officers shouldn't have to be watching over their shoulder
for...friendly fire with the rebel situation going on. As far as I'm concerned I have
enough evidence for my needs but you said you had some order details for me?"
Stark handed over a PADD with some of the directives handed down from Van Der Loo.
After reading over them quickly David saw that most were conflicting while others were
hard to decipher. Stark was authorized to use force to defend his men or to defend
peaceful groups of the local population. However, with Van Der Loo's directives that
authority was severely limited. To the point where people had to die before action
could take place, and the actions of the planetary defence force were not reviewable.
A pattern of leaving the SF field commander to the wolves was set. Backing from his
CO... Stark never got it. That left SF personnel in the custody of the MAGs. Left
wounded unproperly cared for.
