The list of arrested included, amoung others, the Chief of Staff for the Bajoran 
Ambassador, a top aide of the Bajoran Chief of Staff, several embassy security 
officers, and all 21 officers and crew of the diplomatic transport.  Also listed were 
Uglara and her crew, the confidential informants.  They had to be arrested for show, 
to keep it hidden that they were helping Starfleet.  A fate worse than death in their 
circles.
