The Senior Staff had gathered and Lorin stood and spoke, "Here's the plan..I
have a number of questions that will be asked of us...it is your job to
answer yourselves or help me answer them satisfactorily to the best of our
knowledge."

"1) The Who, what, when, where, why, and how...
2) The common thought is an explosive...at least Commander Shevab has
alluded to it...How did they get an explosive on the station?
3) How were the explosives planted, and why wasn't it detected before it
blew up?
4) What procedures will be put into place to prevent this from happening
again?
5) What resources, supplies, changes in procedure, etc will you need to help
prevent such an incident from happening again?
Questions 2 through 5 are on you..." he looked at K'Tael and
Commander Shevab."

K'Tael waite for Shevab to complete his presentation.  The new Chief of
Engineering's staff was the team that had obtained most of the information
they had found about the explosive.

"What do you need to prevent this from happening again - kind of questions.
Do we need more security officers, if so how many? Do we want to make more
parts of the station off limits? Do we need more surveillance systems on the
station?  More intense scanning for people entering the base?  I will
request a full search of all quarters and work areas of all the Starfleet
personnel on the station."

K'Tael devided now was the best time for him to speak.  "Sir, considering
that the explosive was created using basic parts that are easily obtainable
and was planted in an area that has generally required a lower level of
secuirty, the only way that I can think of preventing another such attack is
to increase security on all areas of the station.  We could make all working
areas on the station non-public accessible areas.  The primary problem is
that this station is a port of call, a diplomatic center, the base of
Starfleet command, and a travel hub."

Commander Dais decided it was time to put in his own opinion.  "Admiral, this is still a Federation outpost.  We can only lock things down so much.  We are not the Cardassians or the Romulans."
