Being the CO, he could look into certain classified personnel records if there was a concern and he felt the lunch scene with David merited it. He saw in the Medical History that David had been assigned to Commander Kirk for treatment-she was a psychologist/counselor if he was correct. "Admiral Renaud to Commander Kirk." (response) "Securing the connection please confirm." He secured it on his end for privacy (assume confirmed) "Commander, I am aware you are treating Captain David Boulay. Truth is he is my nephew and he just had an incident that you should be aware of." (response) "We were eating lunch in the Promenade. Someone dropped a metal tray and he jumped a mile high.
