It is nice that you removed this package, but since you did not change
SatConfig-general (which use perl-Network-IPv4Addr) your rebuild of
SatConfig-general was without any effect and SatConfig-general still
required perl-Network-IPv4Addr [1].
I fixed it in commit b1e0d9856dd064e3a3203bd5874afeea3afd3f01
