I'm not at all sure if this could be part of the problem, but your environment variables seem to be incorrect. I'm assuming you did a typical oracle-xe installation, if so ORACLE_HOME is not /opt/oracle. I gather this is configured in /etc/sysconfig/satellite-httpd. You might also try to add $ORACLE_HOME/bin to your path in that same file, I recall oracle's known issues wiki section mentioned both variables were necessary.

Again, I'm not sure if this is related to your problem, but it might be worth to try.
