Problem was resolved, when i reinstall spacewalk at 1,5Gb RAM KVM Virtual System, and set locale LANG=en_US.utf8 (with ru_RU.utf8 i geted error ORA-00604, but may be, I get this error because of the small amount of RAM, not locale ru_RU.utf8 bug)
