Using the nogpgcheck flag resulted in a successful yum install w/o error. The issue seems to be systemic as I tested on expat w/o the nogpgcheck flag and it fails with the same error message as bind-libs did.
Is there something (i.e. keys) I need to add to the Spacewalk server or clients?
