Rather rhn_check. We can utilize capabilities to do that. I can even give you simple example how it works:

But life is not easy so we will have to think how to deal with "yum upgrade" and "yum upgrade --disableplugin=protectbase" (or what is the name). And that will have to be specificaly coded for that one specific plugin. And since no one here probably use protect base plugin and we do not have it in road map... You will have to code it yourself, or file RFE in bugzilla and wait...
