Talking about Oracle 10g XE - yes, 4GB (or precisely 5GB for user, sys and undo) is a hard limit and the database will fail to extend tables beyond it. Currently released beta version of Oracle 11g XE has this limit extended to 11GB so you may look forward to stable version :).
