Hi Sascha,

I hit the same error within my oracle to postgres migration and 
I found your message with a little websearch for this error.

This little quick and dirty hack solved the problem for me:

1. Login to the Oracle-Webgui 
2. Start the Object Browser
3. Navigate to "rhnpackagechangelogdata"
3. Take a look at my broken export (It stopped at id 1238746)
4. Query the id 1238746 and its data.
5. Changed the text to "20080717-1 More cyrillic coverage"
6. Apply the changes

After these steps the export was successful.

I'm sorry to say that it didn't fix it. Still get the same error:

# spacewalk-dump-schema --db=xe --user=spacewalk --password=XXX ...
