Yes i have allready changed /etc/cobbler/settings to allow duplicated address 
and that change resolved my problem but the strange is before i updated cobbler 
i had settings (.old) with duplicated adress at 0 and i was able to 
reprovisiong existent clients with the same ip address. Has cobbler or 
spacewalk change the way it was resolving this? If so you should see this 
because in practise its not good to have duplicated adresss but in this 
particulary case its now needed to work.

Well, it says something about

        'IP address duplicated: 172.31.4.119'

So it looks like you use manage_dhcp and you have multiple systems
with the same address configured. That's why Spacewalk cannot talk
to cobbler and it fails with ISE.
