The server list is obtained by asking for system.listOutOfDateSystems. For each 
system, we call system.listLatestUpgradeablePackages.

For some servers it reports packages to install (contains duplicates of the 
same package, different versions), but for others returns 0, but in the gui 
there are definitely packages available to install. I had a look whether it was 
related to a specific channel, virtual vs physical, OS, but I can find working 
and non working servers with these differences. Can anyone shed some light as 
to why I get correct results for some servers and not for others?
