Have you tried running rhn_check using -v and inspecting the logs client side? When I have had package rollback issues on RHEL 5 the error messages in the GUI have largely been misleading. It has typically been the packages not being able to be seen by the client (metadata server or client side the usual culprit) or a setting which disallows packages to be modified, such as a skip list.

I have not done many kernel rollbacks but so far they have worked on RHEL 5. Cant say this particular one has been performed. I will note though that on RHEL 4 I have run into many strange issues and most of them have been due to issues with the RPMs themselves and even manual attempts outside SW were a nightmare. Perhaps this is one of those scenarios.
