The general rule is -- do not clean the /var/lib/jabber/db stop.

If you need to debug, stop osad service on the client and run
something like osad -N -v and see if it gets the subscription='both'
message eventually.

Is the list of machines above matching the list of machines which
get the action notifications fine? In other words, if the machine
is not picking up actions, is it in this list or not?

There have been minor fixes in 1.6 but nothing which should be
related to your situation.
