Greg, You can rank them by going to Activation Keys > Configuration > Modify Rankings. This would allow you to override config channels so top one for that activation key would have priority.

The setup I was going for was to have separate activation keys for different software and configuration channels (kind of like add-on channels, I guess). Some of the files in the add-on channels might override what's in the "default" base config channel, so I need to ensure the configuration channels from the add-on keys get ranked higher than the common ones.
