This is what I did.
After syncing the OEL 6 distro and setting up channel and repo etc.  

1.  I mounted the OEL 6.5 DVD.  
2.  created a directory called: 
/var/satellite/rhn/kickstart/ks-oel-x86_64-server-6-6.5  (mainly to match the 
naming scheme found on Satellite)
3.  Rsync'ed the DVD to that directory excluding the RPMs directory.
Then followed these directions:

  1.   Select "Systems|Kickstart|Distributions" and select "+ create new 
distribution"
  2.   On the "Create Kickstart Distribution" page, fill in the items as 
described
  3.  "Distribution label" in this case might be "oel6_65_x86_64"
  4.  "Tree path" should be 
"/var/satellite/rhn/kickstart/ks-oel-x86_64-server-6-6.5"
  5.  "Base channel" should be "Oracle Linux 6 (x86_64)"
  6.  "Installer generation" should be Red Hat Enterprise Linux 6 in this case.
  7.  Once you've pressed the "Create Kickstart Distribution" button you'll see 
a table that includes your new entry.
  8.  If you run "cobbler distro list" at your spacewalk system's command line, 
you'll now see these entries in addition to any others you may have already 
defined. This will show that things were created successfully. These are named 
automatically by Spacewalk using the pattern <spacewalk distribution 
tag>:<organization ID>:<organization name>. You may rename them in Cobbler if 
you like.

I then had to setup the Distribution Channel Map to finish the process.

I found instructions all over the web for how to "create kickstartable trees on 
Spacewalk" for various distros, CentOS has a pretty good set of instructions 
that worked as well.

Slightly off-topic: if someone can point me towards documentation about what 
would be required within our repos to support kickstarting, I'd be happy to 
look into pushing that into our repositories.
