I found it by happenstance. I was doing the same thing and googling it like 
crazy and just happen to come upon both those configs at the same time.

I think what your looking for is in: 

[root@spacewalk ~]# vim /etc/rhn/rhn.conf 
# Increase max web upload 
+web.maximum_config_file_size=20480000
