We haven't (yet) upgraded the Instant Client requirements, but the 11.2.0.4 Instant Client is 100% certified with 12c database. You continue to use the existing oracle-instantclient-11.2.0.4 RPMs on the Spacewalk server but you can switch to a 12c database on the backend.
