Yes, you cannot use an action chain for a different host or SSM  group and re-
using it does not make sense after it was executed successfully.

Internally spacewalk did so many checks and filters that an action chain 
executed on a different host will fail in 99% of all the cases.
What you want is some kind of configuration management. Action Chains cannot 
provide this for you.
