Well if I schedule it at say 4:00PM UTC, and it’s now 4:15PM UTC and it’s still 
pending, I curious to know why it’s still pending 15 minutes later?

Yes, should be, if you schedule/submit the new installation or errata via 
webUI, the task should be on pending state *schedule tab* until be processed.

Schedule tab, just check there the information if the task was executed, still 
pending or if failed.
