So I see what's going on. To clear the confusion, there's the spacewalk repo (server):
https://copr-be.cloud.fedoraproject.org/results/@spacewalkproject/spacewalk-2.8/epel-7-$basearch/ and the spacewalk client repo (clients): https://copr-be.cloud.fedoraproject.org/results/@spacewalkproject/spacewalk-2.8-client/epel-7-$basearch/ The client repo is the one you need for rhncfg-actions.
