Not sure how you got the idea that Java 11 is a requirement. The current
HowToUpgrade page for Spacewalk 2.9
(https://github.com/spacewalkproject/spacewalk/wiki/HowToUpgrade)
specifically says
"To fix, ensure that Java 1.8 is being used by default. If possible,
consider uninstalling Java 1.7 altogether:"
So that page recommends Java 8, not Java 11. And that's not considering
the issues with Oracle Java 11
