Does Uyuni must run on OpenSUSE ? Can it run on CentOS or REH ?

In the grand scheme of things, foreman is the back end of kattelo. katello is the gui patchmangement like spacewalk. Foreman is kind of a road making company to do all sorts of magic. So, if you are looking for a spacewalk replacement, you'd use a kattelo/foreman combo or you can use Uyuni, which is a branch of spacewalk.
