Ready for the 2.70 -> 3.0.0 jump?

We've unofficially decided that the current 2.70 is actually going to be
3.0.0 due to all the massive changes that have been made to the codebase,
not to mention the new ASF relationship, the ASL licensing, etc.

Are we ready to actively start calling the code 3.0.0 now?  If so, we
need to change the Bugzilla versions around and modify SpamAssassin.pm
to all point to the right version.
