I've had 57 spams in the last 90 days that actually matched my custom rule "OBFUSC_INVALID_HTML_CUSTOM" for this pervasive flood of non-HTML-tags introduced as noise - 100% hit rate, no FPs. Note that these are not "<foo>...</foo>" tags, but typically 10+ random characters enclosed by brackets.
