This has been on my list of things we should do for a
while. http://www.iana.org deals with this sort of thing.

 In order to obtain a system port number you need to have a
 specification documented in the form of an RFC, an Internet-Draft
 that is intended to be published as an RFC, or a permanently and
 readily available reference that the IETF could standardize if it
 chose to.

We could easily get this done, we just need to sit down and finalize
the protocol, and write a specification (preferably in RFC format).
