ok, I committed a breakup of this into head...
basically check() will do what it did before and run through all the rules.
the report generation was
moved to the already existing get_report() function which will create the
report if necessary, and cache
the result. I only found 1 thing that looked for the report directly
(rewrite_report_safe) which I aimed at
get_report().
